Captain America: Civil War is an Avengers movie in the same way that Captain America: The Winter Soldier is a SHIELD movie and Captain America: The First Avenger is a US Army movie. Steve Rogers is a soldier. That's who he is. Each of the Captain America movies depicts him serving on a team of fighters at different points in his life.

That said, I'm not really that invested in Captain America's comic outings, but none of these titles grab my immediate attention, maybe with the exception of "Captain America: Siege".
