WASHINGTON — President Donald Trump and Senate Democrats have a deal to fund most of the government for the rest of the year.

Sen. Lindsey Graham, R-S.C., slammed House Speaker Mike Johnson, R-La., over Arctic Frost and vowed to fight the Trump-backed government funding package, despite White House pressure.

Graham doubled down on his opposition to the spending bill on Friday, delivering a floor speech in which he refused to drop his blockade unless the Senate votes on his bill to penalize “sanctuary cities,” as well as compromise language on Arctic Frost surveillance he wants the House to pass.
