The Adams shelter said York's intake policy has led to York residents bringing strays over county lines and lying about where they came from.

According to a post from the nonprofit, the organization stated that on July 1 of 2024, the York County SPCA "quietly" implemented a new policy that barred residents from bringing in stray dogs.
