We were only at Bash Bish falls. This is part of a much larger park system, Taconic State Park. Google it. There are pics of a swimming beach at Rudd Pond. I don't know what "playing in the water" means to you. We walked up to the falls from the NY side parking lot. Great trail along the stream. There are "No Swimming" signs posted. Our dog, who can't read, took a dip anyway.

The NY side is an easy walk to the falls with a wide path - no crazy hills or rocky scrambles, just scenic woodsy views. The walk is less than a mile. Once you reach the falls, you can walk down the stairs (which are steep and awkward) to get close, however, you do not have to walk down the stairs to see the falls.

There is a porta potty in the main parking lot. I do not know if the 3/4 mile trail is for handicapped persons. The trail sure looks wider and flatter than the other entrance. I am disabled and did not try the trail as i have a rolling walker and was not sure of the terrain. perhaps the parks department could answer?
