My wife and I were at Nagoya in April 19. At that time the castle was being renovated so there was not entry to the actual castle tower area. The area around the walls and inside the main grounds are open for all. The outside was cement which I think is O.K. for wheelchairs. I believe the inside area was a loose gravel, but I cannot really remember. there is a rebuilt living area inside the castle walls as it was many years ago. It is very interesting . There are also a group of deer living in the dry moat to see. There should be a website for the castle, so I would contact them directly. Most major websites in Japan have English translators for information. Good luck and Happy Travels.
