we went in a group of 12 and it cost 20 manats a driver and each driver got 2 10 minute races. There are different packages, contact them through their facebook page.

By hand control.... I am assuming you mean manual gear shift... If so, then the answer is no... the only karts I saw and drove were 4 stroke engine with inertia clutch, single fixed gearing. Right foot throttle, left foot brake and hands on the steering wheel.... thats all you need.
